This clearly shows that there are no paper towel dispensers and only the electric blower hand dryers. The second and third photos show the suggested hand washing techniques from the health department. Even before COVID it always bothered me to use a public restroom where they did not have a hands free exit and only blow dryers for drying hands. But here they SPECIFICALLY reference using the non-existent paper towels for turning off the sink.
