I’m not sure of the process it takes to transition power and telephone lines from an old to a new pole, but this one appeared to be right in the middle of that procedure. It looks like it is tethered to the new pole, which already has many of the lines already connected to it. Judging by the rough cut, it looks like they just snapped it off. (I’m not aware of any recent auto accidents or acts of nature which might have sheared off this pole at that height). But I could easily be missing something.
